Cocoa liquor — also called cocoa mass or cocoa paste — is the whole roasted Ghanaian cocoa bean ground into a smooth mass. It carries both the solids and the natural cocoa butter, and it is not alcoholic.

Not a spirit

"Liquor" here is an old craft term for the fluid that results from grinding roasted cocoa. There is no alcohol involved.

Every real chocolate begins here. Chocolate makers blend cocoa liquor with additional cocoa butter, and — depending on the style — sugar and milk.
